As long as the market is this high and not correctly seriously soon, it's more of a trading than investing market, smash-and-grab. The only way to do that is to have cash handy to grab. There will be lots of trading opportunities, such as oil. Otherwise, buy a utility.

Cash is totally king. Still has 13% cash, instead of the 24% he had going into the mid-term elections. Helped mitigate a lot of risk. In next couple of weeks, he'll find out if there's an opportunity or not. To see if it's a bear or a bounce, he uses the 3-day rule (needs it to base after this waterfall, stop going down, and head up for 3 days in a 4-day period). If he sees this, he'll put a toe back in the water. If he doesn't, he's going to start selling.

He is cautious and not overly optimistic. Growth is slowing and interest rates are still on the rise. Thinks it's prudent to have some cash going through 2019. Depends what your options are, if you have the ability to invest in private markets he would have a lower cash weighting, but otherwise if you are more focused on public markets seeing 10-20% cash would not alarm him. Also depends how active you are, if you are an active manager of your assets you can have more cash and penny pinch on the days when markets sell-offs and add. If you are sort of a leave it and not look at it then you are likely to have less cash, closer to 10%, and look for a more meaningful correction to buy.

The former will perform well in the next few years, and there's still room to grow for tech. In today's relief rally, both sectors were moving in tandem. Tech is more near-term than healthcare.
